Social Development
Separation at source, tariff collection, route compliance, safe sanitation practice — every one of these depends on households and workers changing what they do. Klean Consulting's social development practice treats that as a design problem with measurable outcomes, not as public relations.
Stakeholder Mapping and Engagement
We identify who is affected, who holds influence, what each group stands to gain or lose, and where opposition is likely to be organised. Engagement is then structured around genuine decisions rather than information sessions held after the decisions are made. Communities distinguish between the two immediately.
Informal-Sector Integration
In many of the markets we work in, informal collectors and sorters already recover a substantial share of recyclable material. Formalisation schemes that ignore them destroy livelihoods and, routinely, destroy recovery rates at the same time. We assess what the informal system actually achieves, then design integration routes — cooperatives, service contracts, material buy-back, occupational health and safety provision — that keep the recovery while improving the conditions.
Behaviour Change Programmes
Separation and sanitation behaviours respond to convenience, social norm and enforcement in roughly that order, and to information least of all. We design programmes accordingly: container and collection design that makes the desired behaviour easy, norm-building through visible local participation, and enforcement that is proportionate and consistently applied. Results are measured through contamination rates and participation sampling, not leaflet counts.
Livelihoods and Local Enterprise
Service reform can create local enterprise — collection micro-contracts, repair and reuse, composting, material aggregation. We assess which of these are commercially viable in the local context, and resist the temptation to build programmes around activities that will need subsidy forever.
Gender, Safety and Inclusion
Waste and sanitation work carries real occupational hazards and distributes burdens unevenly, particularly in household sanitation and in sorting work. We address exposure, protective equipment, facility design and access as part of the service specification rather than as a separate chapter.
Linked to Delivery
This practice works alongside our municipal-services enterprise development and contractual arrangements teams, so engagement commitments end up written into service specifications and performance regimes with someone accountable for them.
Measuring Social Outcomes
We insist on indicators that can actually be collected: participation rates from set-out surveys, contamination rates from sorting samples, service coverage from field verification rather than self-report, and income and safety measures for integrated workers. Where an outcome cannot be measured affordably, we say so rather than inventing a proxy that will be gamed.
