Waste Management Planning

Klean Consulting prepares waste management strategies and delivery plans for municipalities, regions, institutions and industrial operators, and runs the consultation that gives those plans legitimacy. The aim is a document that drives procurement and budget decisions, not one that sits on a shelf.

Baseline and Forecast

Plans begin with measured arisings and composition from our waste audit & recycling analysis practice, reconciled against operational records. Forecasts are then built on population, economic activity and policy drivers, with scenarios rather than a single growth line. Overstated forecasts are the most common cause of stranded capacity, and the cost of that mistake runs for the asset's whole life.

Options Appraisal

Collection models, transfer and haulage, sorting and material recovery, biological treatment, thermal treatment and residual disposal are appraised against the actual baseline. Each option is assessed on capital and operating cost, diversion and environmental performance, deliverability within the available timeframe, and the institutional capability required to run it. We present comparable ranges with their drivers rather than single figures.

Consultation

Statutory and voluntary consultation is designed around genuine choices, with material presented in a form non-specialists can engage with. Responses are analysed systematically and the plan is amended where the evidence supports it — and where it does not, the reasoning is recorded. Consultation run as a formality is quickly recognised as one and undermines the plan it was meant to support.

Delivery Planning

The strategy converts into a sequenced delivery plan: procurement route and timetable, contractual arrangements, capital phasing, operating cost and tariff implications, institutional changes, and the monitoring regime that will show whether it is working. Decision gates and review triggers are written in.

We are equally willing to conclude that no new infrastructure is required and that collection reform and operational improvement will reach the target more cheaply.

Institutional and Industrial Plans

The same method applies below municipal scale. Campuses, hospitals, ports and manufacturing sites use waste management plans to control cost, meet reporting obligations and set credible reduction targets. These plans are shorter, but the discipline is identical: measure the stream, appraise the options honestly, and sequence what gets done.
