Klean Consulting advises on water, sanitation and environmental services for municipalities, utilities, institutions and industrial operators. The work spans assessment, planning, service design and the environmental performance obligations that constrain all three.

Service Assessment

We establish what coverage actually exists rather than what is reported: facility condition and usage, containment integrity, emptying and transport arrangements, treatment capacity and performance, and final disposal or reuse. The sanitation chain fails most often at the stages between the household and the treatment works, and those stages are the ones least likely to appear in official statistics.

Wastewater and Sludge

Assessment of collection and treatment infrastructure, load and capacity analysis, discharge compliance, and faecal sludge management including emptying services, transfer and treatment. Where resource recovery from sludge or wastewater is realistic, we assess it on measured load and local market conditions rather than on generic potential.

Environmental Assessment and Compliance

Baseline environmental studies, impact identification and mitigation, monitoring regimes, and permitting support for waste and sanitation infrastructure. We also carry out compliance reviews of operating facilities — emissions, discharge, leachate, groundwater and nuisance — and advise on the remediation sequence where non-compliance is found.

Planning and Investment Sequencing

Coverage targets are reached through sequenced investment, not a single programme. We build phased plans that match capital availability, institutional capability and tariff reality, with each phase delivering a usable increment of service. Our financial management audit practice tests whether operating costs can be sustained once the capital is spent, which is where a great many sanitation programmes come apart.

Institutional and Social Dimensions

Sanitation outcomes depend on household behaviour, service affordability and the capability of the operating entity. We work with our municipal-services enterprise development and social development practices so that the technical plan, the institutional plan and the engagement plan are the same plan.

Industrial Water and Effluent

For industrial clients we assess water consumption against production, identify reuse and recovery opportunities, and review effluent treatment performance against discharge consents and cost.

Institutional Clients

Hospitals, campuses and large public estates face a particular version of this problem: water, sanitation and waste are managed by different teams under different budgets, with no one holding the whole picture. We map the combined flows and costs, which routinely reveals savings that neither team could have identified alone.

Monitoring and Reporting

We design monitoring regimes that the operator can actually sustain — sampling points, frequency, laboratory arrangements, data handling and reporting lines — and specify what triggers escalation. A monitoring programme that produces data nobody reviews provides compliance cover without providing protection.
